Network Running Slow with Random Connection Loss

Hi everyone. I am having a problem with our network. We have a Symantec 360R VPN/Firewall appliance running DHCP and NAT for our network and we have a SBS2003 Server being our File Server. For some reason the network is running really slow and randomly drops connections to the File Server and Internet. I was curious if it is because the server is running routing and remote access and acting as a router which is causing problems. Whenever I disable routing and remote access we completly loose a connection to the server.

Anyone have any ideas?
