Network question....

i am having a problem with the connection (possibly my computer) in my dorm room. there are two seperate connections. my connection has been having some very slow download speeds. i can up load to someone inside the network at around 1600 kps, but i only download at around 9 kps!! i had my roommate swap connections so he was using my port, he had no problem. i swapped out the nic (different brand and everything) as well as the cable, still no help. i have just installed WinME about 2 weeks ago. I dont remember if i was having this problem before then or not. it cant be the port hookup itself, so i am wandering if it is not how my computer is set up... can anyone suggest anything? thanks!

depends on how your network is setup.. If you were caught having higher than normal traffic across the network the Admin could have capped off your download speed. This is perhaps a far fetched idea but non-the-less a possible one.
