Network problem after creator fall update

My pc is going through a weird problem after the update. I have a personal hotspot device that I connect to to PC to access internet. I checked the network adapter settings and IPV4 settings are checked and I clicked on configure and the on advanced and it seems my pc is unable to detectnetwork address. Trouble shoot says “local area connection doesn’t have valid ip confirguration” Before update 1709 everything used to work fine but now I can only browse ipv6 websites. IPv4 shows no internet access. Troubleshoot says my pc is failing to obtain ip address. I’ve tried netsh commands and releasing and renewing ip. Even checked if essential services were running in services. IPv4 option is checked in properties of internet connection. Did three clean installation but it didn’t help. Contacted my isp but it didn’t help. I can browse IPv4 websites on my iPad and phone and laptop.
 
whats the hotspot device brand and model

how does the pc connect to it. ie, wireless, usb, or lan.

what os are you running, and does the hotspot require software to use it, manage it, etc..

can you manage the hotspot from another device

It’s marketed in India by JIO but I’ve attached a screenshot of the make.
It provides wireless and usb connection. On my pc I used to use it with a usb cable and all other devices via WiFi
I’m running creator fall update of windows 10 (since the update the problem started)
Hotspot doesn’t require a software, it’s plug and play
 
over usb it is still software driven.

Yes I’ve updated the drivers and tried other ports as well. I have ipv6 websites working just fine. It’s IPv4 websites that are not working. Like I’m unable to browse anadtech or techspot.
 
you can try a factory reset of the hotspot, seems pretty specific to the usb connection, do you have a different pc to test usb on?

I’ve reset the device couple of times. Not working. I tested it on my laptop and works fine. It doesn’t have the fall creator update.
 
have you gone as far as fresh installing and not adding the creator update?

also have you considered using a wifi adapter?
