I'd like to update a network place information, but can't get the username/password dialog box to appear so I can.

How can I force the dialog box to appear so I can enter the new information?

One way is to delete the cached login credentials: (as Admin...)

Command Prompt->control userpasswords2
Advanced->Manage Passwords

Find the location you're interested in, and delete the old credentials.
