Network performance drops terribly when I move to Via 133A board, why?

I swapped out a BX board for a Via 133A board in one of my computers. Now, after reinstalling all the hardware and Windows, my network performance is about half as fast as before. I was gettting about 6.5-7 MB/sec on my switched 100bT network and now I only get about 3.5 MB/s. This is through FTP, so the protocol isn't slowing me down.

So, why is this? How can I get my speed back up? I used to be able to burn CDs at 12x off of my network, but now I can't.
