network only kinda works

where i work (i am currently there), we have a medium sized 100 base lan (about 15 computers). we just added a computer to our router that is running win2k. it is able to ping the network and it can detect other computers, but it can't connect to the internet, or access files from the other computers. everything seems to be set up correcly in windows, the nic card appears to work, and the cat-5 cable works. the other computers have internet and file sharing turned on. this computer was recently upgraded by our in house custom shop (which does dubious work) and the system worked before the upgrade.

any help would be appreciated.

DNS & netmask settings?
netbios over TCP/IP?
Windows Domain/forest set up?
Is the computer a member of the domain?

I suspect a DNS issue...
