is there someway I can set up my network so that the computer I use to download will be slowed down and the other computers in the house that are being used to browse the net can get good speed?

Basically, I want the computer used for downloading to back off and slow down when other computers are trying to use the internet.

The best way to do that is with some sort of traffic shaping on the gateway, the host doing the downloading doesn't have enough information to do the throttling itself.

Well you'd need a router that let you do that, I can't help with that part since I don't really have any SOHO router experience, I have a custom Linux box doing that here.

your linux box does what i asked? cause I have an older computer somewhere, i can put linux on it if it does waht i need.

It's possible, I haven't set it up though. pfSense is a fork of m0n0wall and is supposed to do it pretty easily as is IPCop, either might be worth checking out.
