I have a linksys nic card in one of my systems(home networking one) and i have a 3 com nic in my new system. And my question is would i matter if the two cards are different? Cause i can't set my network up. One more thing i specify an IP number in the tcp/ip section and when i go into winipcfg it doesnt seem to see the ip num that i specified. It just gives me 0.0.0.0 in IP and 0.0.0.0 in sub.

No, different NIC brands does not matter, they should work fine together...

How are you connecting your PCs? Using a hub/switch, or just connecting using a cable? If you are not using a hub/switch, you need a crossover cable instead of normal CAT5 cable...

Also visit HomePCLAN, they have step-by-step instructions on how to setup a network... check that you are doing everything correctly...
