Network Management and Monitoring: Best way for home network?

I need some help. I've been over at tucows browsing thru the endless list of available network monitoring software solutions, but i'm lost on what to use.

I need something that I can

1) Monitor and track traffic comming in and out
2) Possibly limit bandwidth usuage per each connected host

Pretty simple and straight forward. What do you guru's suggest for a home network?

Also, for any of these softwares to work, is it completely necessary to setup my machine to run two NICs and have the network run thru the machine in order to monitor these types of activities? Is there possible a cheap hardware solution for this?

Would the NMAP (mentioned in other threads to this for me...i'm still confused on what it does)?
