Network issues

Howdy, YAF(raternity)N(etwork)T here. I'm currently in charge of the 30+ machines we have connecting to the network at any given time, and I'm having massive problems. We have a router straight out of the modem that serves as the DHCP server, which then runs to a switch and from there to 3 wireless APs and the various client machines. For some reason, I can't for the life of me get the wireless to work. Our subnet is 192.168.29.xx, and all of the Wifis only like to run with an IP of 192.169.0.xx. None of the wireless clients can get an IP address assigned, which makes me think that it's a DHCP problem: however, I made sure to turn off the DHCP options on all of the routers. Is there a special setting I'm missing or something, or am I just too tired and overlooking something ridiculously simple?

My other question kind of refers back to this thread. We also have latency issues, and I've been wondering about creating a domain server. However, I have absolutely no background in dealing with it or a WINS or DNS server, and have no idea if it's even a good idea. Can someone point me to a page that explains what they are and what advantages they have? Thanks.
