Network fast in one direction slow the other.

Ok, I have two computers both running Widows 7 one is my file server/media center the other is my personal pc.

X2 is the file server and I7 in the personal.

When I send/receive a file via lan from X2 to I7 I get speeds about 70 MBps.

When I send/receive a file from I7 to X2 it goes at about 70 MBps for 1 second then its like it hits a brick wall and speed drops to 1 MBps or less.

I set up a filezilla server and the speeds are the same even when using FTP.
So i'm pretty sure its some sort of hardware issue, but I can't tell which pc or even confirm there is a hardware issue.

Anyone have any tips or suggestions?
