network connection through internet??

In networking if you run thought the start run program normaly if you type \\(Ip) enter you'll connect to another persons Ip and shared files.. but recently that is not the case here and I don't know why I always get "The Network path was not found" and from what I can tell my Cable modem doesn't even seem to respond or send any information out or in? yet I can view the internet freely. I can connect to game servers noproblem.. Anyhelp would be greatly appreciated.

And another thing if his helps, I can ping my univerty site, but can't connect, allways the same response.
 
when you open shares on another computer via windows networking you are using netbios over TCP. Almost any company or university will have this service disabled in their firewall. Can you tell us the location of the machines? like one is at home and the other is at work/university?
