Network Cards Not Found Until Manually Brought Up?

I am working on a Dell E1705 laptop with XP Home and 1gb of ram.

I have the network connections set to notify on the taskbar when disconnected and connected.

It has 2 NICs. The internal Broadcom 440x nic and the dell wireless nic.

There is no notification on the taskbar, nor are the connections seen in My Network Connections until either:

You plug in a ethernet cable
You try going to a webpage, and when the connection times out it seems windows then finds the network cards.
Or you manually start the Dell Wireless card management program

The both cards are magically found and operate as normal.

I checked the BIOS settings, checked the drivers, checked the advanced properties. I'm not sure where I should check but it seems like these are not starting on boot. As if there is a service associated that is not set to auto start but manual start. I'm not sure what service this would be.

Trend Micro PC Chilling Security Suite is also running but I'm not sure if it is like Norton and screws with processes.

Help.
