I'm working on a project that requires me to take images every x amount of time from a network camera, format the images, and then host them from a web server. I currently have an AXIS 215 PTZ-E, but it's too large for just monitoring an office doorway. Although it has a nice API for easily downloading jpgs via a web request.

Can anyone of you recommend a simple, cheap network camera that can distribute images via web request? I've been looking at the Panasonics, but I can't tell whether I can easily take a still shot or not. This camera will monitor a fixed position so anything fancy like PTZ isn't even needed.

Axis 206 for VGA, axis 207m for megapixel. There are cheaper cameras but you get what you pay for, IMO. I have a half dozen of these both wired and wireless in a commercial setting, using zoneminder for the server.
If you go with any of the 207 series you can use the camera's onboard motion detection to command a capture event at a server. This is very handy.
I buy most of my stuff from Bluecherry.

I'm really impressed with the Axis products, but I think they are overkill for the application we are producing. I went out and bought a Linksys Wireless-G Camera, which works pretty well so far. Thanks for the link to zoneminder, that will come in handy for my home applications.
