Netware 4.11 question?

The Network Runs Netware4.11, Root locate in Stanford, there is a server in stanford, Toronto is a branch, and there is one server in toronto. connectivity is a 56k lease line, Question is :
some time when toronto user try to logon the toronto's server, the title logon diaglog display the server respond the request is the server in Stanford. so user can't logon on the server. I am not sure what cause this issue. I appricate if anyone can help me.

Run a full dsrepair on the server with the root partition, and then run the same dsrepair on the remote server. See what kind of errors you get. Post them here.
