netflix 4k on laptop

The laptop needs a 4K display that supports HDCP 2.2 (don't know if HDCP support is standard for laptop displays but I assume yes), connected to an Intel or AMD iGPU capable of 4K HEVC decoding (Intel Kaby Lake and newer for Intel, AMD Raven Ridge or newer (all Ryzen mobile APUs) for AMD).
For RAM 4GB should work, but I'd definitely go with 8GB to be on the safe side. CPU power shouldn't be a problem with such recent laptops.

Hm, wherever I look they say that you need a 4k display. With an AMD GPU you could enable Virtual Super Resolution, that might enable 4K Netflix on a 1080p display. Intel doesn't have something like that afaik.

True, but in an Nvidia Optimus laptop the display is connected to the Intel iGPU, and Dynamic Super Resolution isn't available.
And actually, AMD's Virtual Super Resolution might only be available on AMD Desktop APU's. I really don't understand why they take all the features out of the mobile drivers, the hardware is pretty much identical. In the days before Nvidia Optimus I used to manually install the Nvidia desktop driver on Laptops, to get more driver features for the Nvidia mobile GPU.
