Netbook problem

I have a friends dell netbook that is out of warranty (16 months old) it has a rather perculiar problem, the full ramifications of which were not immediatly apparant. Anyway here goes, I will try to be as thorough as i can with the description...

It wont save any files making it impossible to download any fix or patch from the internet.

It has corrupted drivers for the dell dock application (this isnt a major problem but it seems to have occured at the same time as the other issues)

System restore won't work and comes up with an error

Inserting the windows and driver disc (via an external dvd reader) comes up with the error "Windows was unable to create required installation folder c:/$windows.~BT. An existing file or folder of this name could not be deleted.

Error code 0x80070005

She (the owner) would be more than happy if I formatted the disc and reinstalled windows but i am worried that the external DVD drive wont be recognised outside of windows (if i am wrong could someone tell me). I really don't know if the HDD has a fault although everything else seems to run fine and it can navigate to web pages fine, or if she has picked up a nasty virus that has messed something up.

The error code seems to point towards a permission problem but she is the only user on the system and i have run all repair attempts as administrator.

Any ideas? because other than formatting the disc and attemting to reinstall windows via the dvd or a USB pen drive with the disc image copied to it I really don't know what to do and once i go down that route i will be unable to try anything else.

No idea how i ended up putting this in highly technical instead of computer help (whiskey is probable cause). Sorted now anyway, booted into safe mode and it accepted the windows disc.
