Netbook power saving permanently on?

I have an old Asus EEEPC 1005HA netbook and noticed that something keeps dropping the cpu multiplier so that it goes from 1.6Ghz to 800mhz. I can't find anything in the bios to turn off and everything in Windows including the Super Hybrid Engine seems to be set to maximum. Am I missing something? I want my netbook to work at full power all the time. Thanks.
 
Why? Dynamic clocking of the CPU doesn't reduce the speed of your machine. If you want it to run full speed all the time, run something like Folding@home in the background. Or change your Windows settings to "Maximum Performance" (if XP, change it to Home/Always On).
 
This is an energy saving feature that in no way slows you down. It only downclocks the CPU when there is little to no work for it to do, it clocks it back up when there is work to do.

It does work at full power all the time. It only lowers clock when there is nothing to do.
