There is no direct mapping of IP addresses to people's email addresses. Unless there's an SMTP server running on the IP address, the best you can legally do is to query the whois database at ARIN to discover which organization or ISP is responsible for that IP address and deliver a complaint to the organization.
I had one last thought: sometimes the remote host has the ident protocol (RFC 1413) which will respond to queries for the username associated with a particular TCP connection. However, as ident is running on the remote host, you cannot trust its responses.
