When downloading from a FTP server, when no other computers are on, i can only download at 85k, when my roomies computer is the only computer on, he can download at 300k+. The settings on the router are the same for every port. I'm completely stumped on this... Please help
 
look into DrTcp. It will help you tune you TCP/IP properties for broadband.

That and using a download manager that makes multiple sessions works great.
