.NET or PHP review/guide/informational site?

I would like to form a site that does reviews on things, has guides, a forum, and possibly other things. What would be the proper term for something like this? And what would be some good engines? I'd preder .NET but am open to PHP as well.

I don't know what he category is called... community-ware? Teragen has Community Server for .Net, built on DotNetNuke, and there are a lot of other packages out there as well.

A quick solution would be to look at a CMS like Drupal or Joomla. Both can be customized to some extent (The Onion uses Drupal for their website).

Go to OpenSourceCMS and play around with a few CMSes. You'll get a decent idea about what each system is capable of.
