It just seems to me that the whole issue is created by a handful of telco executives who have no idea what they're talking about.

Say I run a website that gets a lot of traffic (hosting video... youtube.com). I pay my tier 2 ISP (say speakeasy) monthy to get certain amount of bandwith and certain connection speed; for the sake of discussion 500Gb/mo T3 line. If AT&T is the tier 1 ISP for speakesy and speakeasy pays them a ton of money a month for a certain amount of bandwith (50Tb/mo, multiple OC3), how exactly is At&T planning on charging me? I already have a contract stating how much aggregate bandwith and speeds I will get.
