and the fcc gets to make the distinction right? or is it the isp? or is it a special interest group?

how much does it cost to make your data more "valuable"?

is your data faster than others or is your data regular speed and others slower?

see with all these variables its too hard to make rules enforcing it.

As an exercise in democracy and the only counter we really have to the money and power that wants more for themselves at the public's expense, it's good to see this.
