.NET 1.1 Setup has ended prematurely.

I want to install Microsoft .NET 1.1 but am unable to. I get the error "Microsoft .NET Framework 1.1 setup has ended prematurely. If this persists, please contact Product support". I have spent over an hour and a half searching google on this issue and some of the things I have tried:

I have tried renaming "mscoree.dll" in the system32 folder.
I have downloaded this .Net "Cleanup Tool"
I am the system administrator
I am unable to install .Net 1.1 but .Net 2.0 installs fine.
I have uninstalled .Net 2.0 (from CTRL PNL) prior to attempting the install of .Net 1.1.

A program that I'd like to start using does not work because it says it requires .Net 1.1. It works for everyone else but me.

I have even tried installing a different version of .NET (3.5) and get this error: http://img385.imageshack.us/img385/1296/sidjsnh9.jpg however (again) I have found out that I must have version 1.1 in order to run my application.

The odd thing is that .NET 2.0 always installs perfectly fine. But 2.0 does not work with my application.

Can you post the errors from your event viewer as they might be more helpful.

Some of the framework set-ups have windows patch pre-requisites, so it could be a missing patch.

I really don't know what to do with that program, should I uninstall the:
Microsoft .NET Framework 2.0 Service Pack 1 [2.1.21022]
What do I do?!

Did you make sure to disable your anti-virus program and have any web browser windows closed?

Just trying to eliminate the easy stuff first.

I'm Evolvedbullet's older brother. I went down where he lives today and yes, he does not have any windows open while trying to install the program nore any anti-virus running.
