I warned the kids twice.

Next step is to talk to their parents.

After that I will contact HOA.

After that I will call HOA one last time then will call police.

Should I do anything else?

How they are scratching it is that they cut branches off the tree and use them as swords and chase each other around the shared parking lot.

Skip the HOA. Skip any more warnings.

Get video proof (enough to show exactly which kids they are, and preferably where they live on the video), get an estimate from a body shop, and go to the parents. Present them with the estimate and give them exactly one opportunity to reimburse you for the damage.

If they decline, move on to small claims court. There's really not much the police can do for you in this.

How do you even know it's the kids? If you literally watched them do it, I wouldn't have even warned them, I'd have marched right over to their parents house, and settled it right then, on the spot.
