And I heard a name for this type of figure of speech not long ago, but I can't remember it. Another example is "To say nothing of..." This type pf figure of speech draws attention to something by pretending not to.

I think it is a bit of a put down.

If I think something is needless to say and I say it anyways it is because I think the other person is too dense to get it without me saying it.
 
do you like "on the whole" or "finally" or "in conclusion" better? People use those things all the time. Needless to say, i use those all the time too!
