Needed: Program to rip/split from a video file.

I have this .mpeg, and I need to rip (as in, take the last 15 minutes and make it its own seperate file (copy) without messing up the original file) the last 15 minutes off it, and I was wondering what program would be most useful in this situation.

Windows Movie Maker?

Adobe Premiere Pro?

And, is there a tutorial on this?

Windows movie maker worked for an audi clip for me. Should work for a video clip aswell, seeing as how that's the whole point of the program.
