Need your recommendation for a QUIET sub-$200 GPU -- bonus points for good warranty

Am looking for a quiet sub-$200 video card. What would you recommend?


System Specifications:

I. Processor/CPU:
i7-3770k

II. Current Graphics Card:
N/A (Technically, my current card is ATI Radeon HD 4800 Series, but the new card is for a brand new rig)

III. Display Resolution:
Primary monitor is a Dell U3011 (2560 X 1600). Secondary monitor is a Dell 2001FP (1600 X 1200)

IV. Power Supply Unit Specification (Brand, Wattage, Ampage, Age). If possible, please provide a link to a website containing the power supply specifications:

V. Case Specifications(N/A, Model, Length, Low Profile, Cooling, HTPC, Water, Silent):
Fractal Design Define R4 +( i7-3770k + ASUS P8Z77-V PRO + 2x SAMSUNG 830 Series MZ-7PC256B/WW 256GB SSD + 2x WD WD30EFRX 3TB HD).


Purchase Details:

I. Budget? Please be sure to include currency (If not USD), retailer preferences & specify whether rebates are a viable option:
Under $200 (USD) . Any retailer except TigerDirect. Rebates are not preferred, but OK.

II. Any particular preferences (Manufacturer[nV or AMD], Brand[XFX, Sapphire, EVGA, etc], Cooling Solutions)?
No preference on manufacturer or brand (but would like a brand with a good reputation. Not planning any additional cooling over and above the fan that is part of the card.

III. Do you plan to have any Multi-GPU solutions such as Crossfire or SLI?
Not planning to use a multi-GPU solution (but it would probably be good to keep option open to upgrade to a multi-GPU solution in the future.

IV. Have you previously looked at a product(s) which you feel would fit your needs?
I think that I should be looking at some model of AMD 7850 as it seems to be best bang for the buck? Which specific brand card should I be looking for?

Would love to consider an NVIDIA GTX 660 but even with a good sale, it is still about $30 - $50 more than my $200 price target.

And GTX 650 Ti is just a hair short on muscle?


V. What are your needs for this GPU? Which games(If any)do you intend to play? If you have this information at hand, what are the desired detail levels?
Primary uses: my daughter has started to play games like Starcraft II, Battlefield 3, Portal 2, Call of Duty: Modern Warfare 3. I primarily play Civilization V and Alpha Centauri.
I am also planning to transfer my DVDs to a hard drive (not sure if that matters?).
And I guess it is only fair to state that the majority of the time the machine will be used for mundane MS Office applications and web surfing (which obviously does not need anything close to a $200 card – do not tell my wife)..


VI. Do you plan on overclocking the card you intend to purchase?
Not smart enough to do overclocking.

^wouldn't know if that'd be a quiet cooler though. At least it isn't a reference blower, and kind of expensive for a 7850
