I do not play any games.

I need it for video edition (very simple one)

Don't want to spend over $100

What is the best card for the money

Is Geforce FX5200 128MB good enough?

If it's not for games, I have no idea. You might try checking reviews for the most stable card or best performing for the category closest to what you need it for. Or maybe try checking prices at a few online vendors first (newegg, gameVE, xtremegear, accupc, ajump, excaliberpc, nutrend, mwave, etc.).
 
Since you don't play games just about anything should do. I'd look at a matrix card because of their excellent 2d.
