i currently have a D:/ and i want to change it to E:/ because i have a new D:/ but it remembers the old drive as D:/ and wants the newone to be E:/ but i want it to be D:/ not E:/, how do i do this i have tried to uninstall both drives and reboot with just the new D:/ but that does not work it reinstalls as E:/ even if at the moment there is no D:/. This kinda sounds like a riddle doesn't it! OK NOW HELP ME!

Try Control Panel, Administrative Tools, Computer Management, Disk Management. You should be able to select and rename drives there. You may first have to set old D to something way up there, then change E to D and lastly "way up there" to E.
