Need win2k keyboard remapper, quick (and free)

OK
we have a few machines people are loggin off, and /or shutting down. I need to remap the delete and windows keys of these machines.
I have tried a couple off download.com but they won't do this.
Anybody?

You can remap any keys using the Scancode Map as long as you know the hex values
