Need video editing program to handle two video sources (cheap!)

I will have two cameras recording the same event and one audio source. What is a low-cost program I can use to edit the video? I don't need a lot of frills, just basic cuts and transitions. I expect that the video will come to me on an SD card so I can load everything into the PC prior to editing.

I suspect they will want to insert screen captures as well, but instead of trying to deal with three video sources, I can edit the two videos down to one and then insert the screen captures.
