Need video capture card w/multiple inputs

Hi, and thanks in advance. I need to capture video from 16 cameras [ still is fine, ] and have not had very good luck at all with the current portfolio of webcams that run on USB or firewire. I'd prefer to use higher end cameras that typically output on base band video using 3 rca style jacks.......

Anyone have any ideas on who might have a PCI card with multiple input [ say 4 ] with this input capability ? I can find many single input capture cards, but need more than one input per card...
