When plugging headsets, microphone, or speakers to the connections on the sound card should the system be powered off, or does it make a difference? What are the consequences?

You may get a little static, but I don't think a complete shutdown is required!!

But if you want to be better safe than sorry, shutdown and discharge any static youmay have built up!!

I don't bother, and my basement is a little dry also! The voltage out of the line-out/line-in and mic in are minimal anyways!!

Rubicone,
If you are using powered speakers, I'd say its better to turn them off before connecting them to the sound card.

All of the items you listed can be safely plugged in/out WHILE the system is powered. The only REMOTE consequence is the static produced could 'hurt' your speakers...but I seriously doubt that.

IMO - You can plug/unplug ANYTHING except for PS/2 devices and the keyboard while the system is running without harm.
