It spins about 6000+ RPM, much faster and louder than retail P4 cooler (2400 RPM). What is a good way to lower the speed without doing any modifications (installing heatsink, etc) ?

You could try unplugging it, many non OCd board will work without a fan. Alternatively, you could try getting a fanmate or a controller like it, a male plug to splice into it and then plug the fan into that and the fanmate into your PSU. This would always be reversible.

Without any modifications to the board? Buy a Fanmate. Or if you don't have the money, just 5V the sucker. Even a Delta Black Label will clam up if you feed it that amount of juice. Get a 4-pin Molex (HD connector) to 3-pin (Fan) convertor/splitter. Rearrange the wires so that the red wire of the fan connector goes to the yellow one on the Molex. Presto, 5V of juice and a much quieter fan.

Someone else suggested the big $5-$8 Zalman passive heatsink, that is my vote as it is just swapping heatsinks. It really isn't much of a mod, much easier than 5Volting the fan. Otherwise, you could get a Zalman FB123 bracket, and aim that nice 92mm fan at the Northbridge and take the fan off of the northbridge heatsink. Little fans are horrible!! The smallest fans I tolerate in my case are 8cm.
