Need to pull single frames from a DVD

I want to be able to load up a DVD and pull individual frames from one.

Is there a software package that will allow me to do this?

I would prefer the extracts to be JPG

I have used windvd to do this, cant remember if they were jpegs or not

PowerDVD will also do it using the snapshot tool. They can be saved as JPGs.
