...to ANSI/EIA/TIA standards. what is the cheapest tool to get this done? need to be able to record the results as well and then print them...

"The Validator does not test propagation delay or insertion loss, instead it performs a BERT test and measures the SKEW (signal delay between the pairs). The Validator does not certify to TIA568 standards rather IEEE802.3 standards to ensure functionality of the cable being tested. It does however test to TIA558A/B wiring configurations and maximum length.

Traditional Certifiers use electrical measurements to determine whether or not the cable passes or fails.
The Validator uses actual data to ensure the cable is operating at maximum speed without any errors."

this is information i received regarding the Validator direct from the manufacturer. :-(

while i would certainly prefer real-data tests over simple electrical measurements, my customers want TIA568B certification. i need something that will do that for me :-(

They aren't exactly what you would call the low bidders; but Fluke(strange name for the manufacturer of high quality test equipment; but so it goes) has a device that will do what you need.

I didn't shop too hard, so their might be better deals out there; but this sucker is not cheap:
