Need to cycle PSU switch to reboot...why?

I currently have an Enermax 300W PSU and it has never given me any trouble (it is a little over a year old). However, I recently upgraded my motherboard and cpu to a Gigabyte KT800 and an A64 2800+. Now, when I shut the computer completly down and then want to turn it back on, I have to flip the power switch on the PSU to off then back to on before i can press the power button and have the system boot. Am I just asking too much from the PSU? My specs are:

Athlon64 2800+
Gigabyte KT800
2x 512MB PC3200
ATi Radeon 9700pro
120GB Western Digital 7200RPM
DVD-ROM
CD-RW

300W sounds a bit weak for your system, are you having any other problems asides from having to cycle the switch on the PSU? Have you double checked all your connections to the motherboard?
