Need to cool down my Duron a bit - what heatsink to use?

I just put together a Duron 1.3 system, and noticed that it is running at about 9 degrees below the lowest automated shutoff temp on my motherboard.

Although I have the auto shutoff turned off, this is still almost 25 degrees higher than I had the same CPU on another system. I think I have a smaller heatsink on this, and I believe it is about 5 years old, so maybe not up to snuff.

Anyway, at first I had this 5% overclocked, but it couldn't handle it, and the system shut down. Now I have it set to failsafe defaults, and it runs ok, though hot. This is going to be a system for my grandparents, so I need for it to be quite stable and cool.

Can anyone suggest a heatsink and fan in the $10 range that would do a good job for my socket A platform? Thanks!

Actually Speeze, Spire, Fanner and Masscool are all brands of the same company. But it looks like both are OOS at Newegg. I stll have a new one I was holding 'just in case'. It is the all-aluminum WhisperRock II with the cast aluminum framed fan - mine worked just fine on my 1300 and 1600 Durons - normally runs in the high 20s to low 30s on a hot day (with the case closed and the room at a more normal temp). I'd part with the new one for $15.00 shipped or you can have my used one for $13. shipped. The new one comes with a patch of heatsink grease already applied, but I've had it for a good while so it should probably be removed and new grease used. The used one has no grease - it's just spotlessly cleaned.

Here's a review I wrote on it
