Need to configure new computer

I want to buy a new computer to play games. I would play games like Grid and Crysis with full details. But the limitation is that I want to attach it to my Sony Bravia LCD TV which supports a resolution of only 1360X768. I want a graphics card which would perform best for this resolution. I would play games like Grid and Crysis with full details.

Also, since I stay in India, the maximum processor I can get is Core 2 Quad 2.83Ghz. I dont want to overclock it. But, I would run such intense games. Will it require a liquid cooling system?

No, I dont believe you would need water cooling just to run games. Good air cooling is fine. Unless you plan on some high overclocking then I recommend a good aftermarket heatsink.

The graphics card, I wouldnt suggest anything lower than a 9800GTX / HD4850.

No, there is no need for water cooling. You could go that route if you want to try for a very quiet system. However, the time, effort, and expense that would go into such a system is your own call.

If you're looking at a video card for your TV, I'd recommend a ati 4850 in crossfire or if you choose to avoid multi-gpu solutions check out the 4870 or gtx260. I'd also check some older reviews on this site, and the gpu charts on tomshadware to see what will really fit your needs. However, remember to take the reviews with a grain of salt since a lot of products performance is slightly different than when they were reviewed due to driver revisions.

I'd also recommend overclocking slightly. You can pick up a good cooler for around $30. I recommend the xigmatec s1283 (i think that's the model number) it provides good cooling at a nice price. You could easily push your chip to around 3.4-3.6 even with high ambient temperatures and not really have any problems.
