Need suggestions on TV-tuner (possibly capture) card.

I've got an interesting situation. My wife and I recently moved the TV out of our room, but now we find that we like to hide in there while the kids are playing in the living room, watching TV and such. So I suggested as a belated father's day gift, a TV Tuner card. She said not for father's day, but possibly for some other occasion. So I told her I'd try to find out what the current picks are for them and what the prices are.

So here's what I'd like to be able to do with it if possible:
  • Watch TV
  • Timeshift/Record off TV
  • Possibly some video capture if the card allows
  • Play my PlayStation 2 on my PC

I'd prefer stereo audio support, but I know the lower end doesn't usually support it. I'd also LOVE it if I could get surround sound out of it - I'm not quite sure if it works on TV cards or whether you get it by default if your soundcard is 5.1 capable or stuff like that.

And finally, I'd prefer to be as cheap as possible. Money is very tight these days, and on top of that, my wife hates spending money on buying me computer stuff. So what's everybody's suggestions?

you kind of want two very different things - "cheap" and "has everything" these are mutually exclusive

if you want cheap - get this: linky $39 (i got one last week for $29, but that deal is dead now - the tv tuner works absolutely great!)

if you want more - get this - linky no personal experience with it, however it seems to do more

i am very please with the ati-tv wonder ve for straight forward tv viewing on my computer - i have not tried using it as a PVR/TIVO so i can't comment on the quality of its recording abilities.

for just watching tv it's hard to beat
