need suggestions/inputs on my budget HTPC!

decided to build a HTPC for my mum so she can record her fav tv shows and not rushing home from work to watch it! since i have a spare mobo + chip (if reusable) it might cut down some cost! i really need some suggestions as i know nuts about HTPC, how to connect it to my Cable Box and to my Projection TV. Thanks alot!

1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Mainly just normal surfing the web,listening to musicc and record cable tv and watching it again on my Sony Projection 46" TV

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread

3. What country YOU will be buying YOUR parts from.

4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc, etc, etc, you get the picture.

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
Yes, i have an old AMD Sempron 4000+ (754) and Gigabyte K8 Triton MB that i would like to used back, issit sufficient to watch just cable tv and recording it ?Of cuz my HDD and RAMS too :)

6. IF YOU have searched and/or read similar threads.
i have, but i still dun have the slightest idea on how to connect it to my TV and whether this chip is sufficient to watch/record cable tv

7. IF YOU plan on overclocking or run the system at default speeds.
mild overclocking if possible

really need some inputs here... maybe some suggestions on a good casing?(dun mind spending a little bit more for better casing) and the TV tuner card. The card and the chip/mobo is the only important thing that i need inputs on! Thanks again everyone! :)
