Yeah it won't matter too much. Something like you linked should be just fine.
It's been quite a few years since I skated but if I remember it was like 7-ply standard deck. But the weight and strength of the deck isn't going to matter much at this level. For comparison, it cost about $90-100 for an average good skateboard (deck, wheels, bearings, trucks). So you'd have to figure that $50 ought to be more than enough at his level.
Just make sure it isn't too big. I forgot what I usually rode... I think it was about 7.75" wide. Obviously you don't want to get him one that big. They make mini ones.
Make sure the trucks seem solid enough (metal) and that the wheels spin decently.
For wheels, a larger diameter wheel is better for cruising and can absorb bumps in the road and rocks much better. Smaller diameter is better for tricks. I think I used around a 52mm.
