Need "standalone" basic web design software

I need to find something simple to use to design a very basic website. All the "easy to use" things I find recommendations for are pay-per-month and they are involved with the hosting somehow as well.

I want something I can run on my own PC and upload files to a host via FTP, so the only ongoing cost is the hosting. Use to have MS Front Page but it's long gone now.

Any recommendations? Doesn't have to be free but anything that costs a lot is going to be too complex for what I need.

I would advise you look into fluid grid layouts because of the number of people who view websites on mobile devices. If your website is not mobile device friendly, your search results may suffer. HTML5 is the way to go at this point.

Check the internet for video tutorials on Adobe Dreamweaver fluid grid layout and get familiar with it. Sign up for the free Dreamweaver trial and build a few basic web pages that you can use as templates. Once you have the CSS pages and Javascript files, you can bail Dreamweaver and edit your webpages with Notepad+, FTP the stuff to your web host with Filezilla. Ifranview can probably handle most of your image needs.

Years ago I used EasySite well worth the $5 or whatever it cost.

Create web site offline, upload to website, get a cheap web host (around $40/yr).
