NEED SOMEONE TO TEST CHIP & M/B

I have an Athlon 800 and a KT7A W/RAID and I don't know whether the chip or the m/b or both are bad. Hopefully ther is someone local that can help me out and test the components for me. When I turn on the computer I get 4 beeps that runs together and then it shuts off. I have tried everytrhing Ican think of and nothing works which leads me tobelieve that one of the two components is bad. If it is the chip I can just get a new one, if it is the nmotherboard I can RMA it (for $25 since I don't have the receipt). Is ther anyone out there that can help me out. Oh yah I live in Norfolk, VA.
 
BEFORE you go there, start the system with NO memory in it. If you get the same beeps as you do now, your memory was either
(a) not fully seated <which is far more common than you might think>
or
(b) memory is <<defective>>

Tried that and the meory is not defective since I am currently using all of the different sticks in two different machines. Thanks for the help though.
