Need some quick Anandtech help! 250w & 1.6 p4?

I'm an AMD guy, but a friend called up & said his puter won't boot up with this combo. Is it the lack of power or something else?

I'd perfer 300w at minimum. But i never actually tested at 250w on a p4 sorry.
