Need some pro-video help

I have installed a high resolution distribution system and I am having some trouble with it.
The output is four HDTVs at 1080i or 720p (I don't care which) over component cables. My problem is that I have a beautiful picture at the displays but I have a bright white flickering horizontal line in the middle of the display at 1080i and it is 3/4 of the way toward the top at 720p.

Here's my configuration:
The source is the VGA output of a PC running 1024x768 at 60 hz. I have verified the source and the output is perfect.

The output from the PC is connected to a TV One 1T-PCDVI-PCDVI scaler http://www.tvone.com/1t-pcdvi-pcdvi-main.shtml The scaler converts the 1024x768 RGBHV signal from the computer to 720p or 1080i (selectable and the output is RGBHV on a VGA cable.

The output from the scaler goes into a Kramer FC-14. The FC-14 converts the RGBHV signal to YpBpR so that the HDTVs can display the signal on the component video input. I have tried using the RGBHV "VGA" input on the FC-14 and I have used a breakout cable to connect to the BNC inputs. They both work.

Is there something that I'm missing here? It seems like I'm converting the signal correctly, but I don't know if I have missed something related to converting or stripping the sync signal.

Any ideas?
