I am looking to do a budget upgrade and still be able to game,I play mostly first person shooters and ms flight sim 2002.
other then that I will be installing xp home and vista business both 32 bit.
will this be any faster than my current rig?
current rig is
abit nf7-s nforce400 mb
Barton mobile xp2600 cpu @ 2.3 ghz
ati 9800 gpu on agp
1 gig ddr400 ram by patriot.

Seeing as those are pretty old games, I think that rig would be fine. It's going to be bottlenecked by the GPU though. You could get a cheaper mobo without integrated gfx and spend the money on picking up a better gfx card.
 
ya dude, if you want to play those games atleast get some kind of old graphics card. I have an ATI X850 XT right now on a similar setup that you are planning and i get about 350 FPS in COD. and if you like Medal of honor allied assault i get about 500-700 FPS in that but that X1650 should run them quite easily.
