Need some help w/ A8N/3500+

Basically I just upgraded my system from my P4 2.4 GHz, radeon 9800 to these specs:
Athlon 64 3500+ Venice
OCZ 2 GB (2x1GB) PC3200 Timings 2-3-2-5
AVerMedia MCE A180 HDTV Tuner
eVGA Geforce 6800GT 256MB PCI Express 16x
Asus A8N-SLI Deluxe
HDs: Maxtor SATA 160 GB, WD 80 GB
Sound: SB Audigy ZS2 Gamer Edition
Leadtek Expert Analog TV Tuner
BIOS Version: Pheonix Tech. Revision 1013 07/26/05

I had the leadtek tuner, the HDs and the soundcard on my old system. The other stuff is new. I installed it all, and formatted my C drive and installed XP, and got all the drivers installed for each device. The problem is windows seems to be running slow to me. Honestly after doing this upgrade I expect great performance, and what I'm getting with some windows lag and my HDTV program going up to 90%+ resources sometimes is just not what I expected. I ran PCMark04 and I got around 4020 on it. The performance I'm getting feels lower than it should be, especially when loading up programs and running sizeable ones. For example I was loading up System Info and PCMark and it brought me to 100% CPU useage.

Does anyone have any ideas on what might be causing my problem in settings, hardware, etc?
