need some help resizing a pic

hey i have a pic i'm trying to get on my cell phone. The size has to be 120x98. When I resize the picture I have it comes out all streched out. I want the picture to look correctly (aspect ratio). all I need is the face/upper body. Can anyone assist me on how to do this in photoshop so I can do some more on my own?
 
resize the picture to 120x??, make sure you have keep aspect ratio checked.
then change the canvas size to 120x98, and click the middle top box.

that should do it

If you can't get it to look right, you may have to open a new window, change your canvas size to 120X98, and crop your pic into it.
 
At that height it's never going to resize right to 120x98. Just select the head and upper chest, copy and paste to a new image. Resize to 120x* letting Photoshop maintain the aspect ratio. Then clip any extra height to make it 120x98.
